As the core official institution in northern China, Pei Yang Arsenal was ordered to take the lead in trial-producing new standardized silver dollars. In accordance with the official minting process of the Qing Dynasty, before the mass production of all formal circulating coins, a small number of trial pattern coins had to be struck for layer-by-layer review by the Ministry of Revenue and Zhili Governor's Mansion. Only after confirming the accuracy of characters, patterns, shape and weight could mass production be carried out. Such trial coins were only used for official filing and review, strictly prohibited from folk circulation, and most were destroyed after review, resulting in very few genuine surviving pieces.
